In that role he is charged with managing all aspects of the systems that operate the US national tax infrastructure, overseeing a multi-billion dollar budget and the 7,000-person organization that maintains over 400 systems. The entire Modernization and Information Technology Services division of the IRS, including its current CIO, reports to him.\nOne of the first things he realized at the start of his tenure was that the IRS data management architecture was in urgent need of an overhaul. For example, simple taxpayer lookups were not made by a standard identifier (such as social security number) but with combinations of alternate traits, such as address and marital status. Legacy systems desperately had to be modernized, yet with so much at stake in terms of reliability, time-sensitivity, privacy controls, public trust and congressional accountability, the scrutiny and risks involved were enormous.\nTerry had his work cut out for him, but four years down the path he is now able to describe the journey, including its challenges and successes. This presentation will describe how he transformed the IRS behemoth from its reliance on a 1960s technology infrastructure, into a more effective, data-driven and data-conscious organization.
